I don't understand this problem.. its scientific notation and i need to simplify it.... the problem is8(7x10^-3)

Your decimal is after the 7 so 7. then the neg exponent means to move your decimal 3 places to the left.  So it will be .007 then take that number times 8 to get your answer.  Now if your exponent is positive then you move the decimal to the right.
