ok so the parallel line must have the same slope, which in this case would be -3. We can see that because if we rearrange the equation, we get y = 7-3x. Then we know that the new line must have the form y=-3x+b. To find b, all you got to see if there is a point given to you, which you know for sure will be contained in the line. So plug in y = -1 and x=9. Can you do the rest?
