how would I solve (2r+3)(2r-1)=-(3r+1)

1. Set one side equal to zero. 2. Expand the polynomial. 3. Try to factorize or just complete the square to find the solutions.

I am not sure how to move the -(3r+1) to the other side, do I foil the left side first, then move the other, or move first and then factor or solve?

It wouldn't matter. (2r+3)(2r-1)+(3r+1) = 0 & 4r^2 + 4r - 3 = -(3r +1) means the same thing.
