I am not sure how to move the -(3r+1) to the other side, do I foil the left side first, then move the other, or move first and then factor or solve?

It wouldn't matter.
(2r+3)(2r-1)+(3r+1) = 0 &
4r^2 + 4r - 3 = -(3r +1) means the same thing.
