If a = 0, then y = b for all x. So y = b for x = 1. And y = b for x = -100. And y = b for x = 0, which is the y-intercept.

If y = b, then this is a horizontal line. So it will be parallel to the x-asis. So if y = b, and b is not zero, there will be no x-intercepts. But y = 0, then the line IS the x-axis, so the whole line intersects the x-axis.
