My mistake it is: P(o,4) if P(x)=0.2xsquare+1.6xsquare-2.3

You want P(0.4) if P(x) = 0.2x^2 + 1.6x^2 -2.3? Just plug 0.4 into the x places on the right side: 0.2(0.4^2) + 1.6(0.4^2) - 2.3. By PEMDAS, you must deal with the exponents first, but this is now basically calculator work. Okay?
