first find the gradient, and since both lines are parallel, the gradient of the equation you need to find is the same as that of 9x=5y+6

once you find the gradient, you can formulate the eq off the line in the following way: y=mx+b 8=-9m=b now substitute m with the gradient and find b once you find b, rewrite the eq of the line in a normal form
