The axis of symetry is the line that if you draw it on the graph of the function, the side on one side of the line (not necessarily vertical) will be the mirror image of the other.

Since the vertex is just the spot where the parabola changes direction (if I remember properly) you just pick the smallest y coordinate if the parabola is positive and the largest y coordinate if the parabola is negative.
