how to sketch graph of function a) f(0)=0,f'(-2)=f'(1)=f'(9)=0

OpenStudy (anonymous):

Is f'(-2)=f'(1)=f'(9)=0 supposed to be implying that f'(x) = 0 for all x or is it supposed to signify critical points on the graph (spots where the derivative is 0 so there's a possibility of the line changing from + to - or - to +) and just fill in the rest with an arbitrary graph?
