ok. first you want to figure out the slope of the given line, so you know what the perpendicular slope should be.

one way to do that is to put the equation in slope-intercept form, or of the form y = mx + b, where m is the slope and b is the y-intercept. so subtract 8x from both sides, 5y = 3 - 8x. now divide both sides by 5, so y = (-8/5)x + 3/5
