what is the best way to learn how to actually APPLY a programming language ie, python. like, how do you make programs with actual graphic interaction?

I'm not sure what you mean by APPLY, but if you're looking to write an application with a graphical interface there are a number of GUI toolkits available for python. I like wxWidgets, but there's also GTK and QT modules available.

If you download Blender (blender.org), you can script in Python. Of course there's also Mel in Maya. These help make 3-D graphics? But I'd think that the answer you're looking for is the one from polpak.
