Since water heaters are thermostatically controlled shutting off the gas use when the desired temperature is reached and this varies depending on amount of hot water is used, I am thinking you need to make some assumptions or you are leaving out parts of the problem.

It appears that as the price per therm increases by 10 the annual cost increases by $23.00 then the given .90 per therm is .30s above the .60 (a jump of 3 increments of .10) you would get 3*($23.00) jump in yearly cost yearly cost=$170+$69.00=$239.00
