so you have \[9x ^{-6y ^{6}}/ 18x ^{9y ^{2}}\] so take it first by the coefficients 9/18 can be reduced to 1/2 then the exponents since the base is the same (x) we subtract so -6y^2 - 9y^2 = -15y^2 so you end up with \[1/2x ^{15y ^{2}}\] since the exponent was negative we dropped it to the denominator
