well the first side of the plot is the stem and that is the general # on the right side is the leaf which has the 2nd half of the number for instance if the left side says 1 on the other it say 5,6,8 that means 15,16,18

so it depends what the question is asking....
if the question says how many kids got more than 11 candies it would be 3... beacuse all three of those #'s are greater that 1 on the left and 1 on the right
