You have to set up co-ordinate axes where the horizontal axis is your *year* and the vertical axis is your *fee*.

You have to be prudent about the size of the unit you use for each of your axes.

You then find the first point as -

2000 on the horizontal axis, move up from that point
16200 on the vertical axis, move across to the right from that point

where the two lines intersect, you mark your point.

you do the same for the other co-ordinate.

you then join those points with a line.
