What is the best program to : make a regression where coefficients need to sum up to 1 and need to be nonnegative I heard matlab is an option , is this the best option or are there better?

If you know programming MATLAB is the best. But other options are Stata, R, SPSS, etc. Only R is freely available though.

I also use excell, PC GIVE from Doornik or statgraphics
