Hye, how are we going to determine the Beta for projects that have a guaranteed income (e.g. from government)? Can we still use total beta for private projects and normal beta for publics/bigger projects?

If you have guaranteed income, your beta is zero.
But how about if the govt imposed a fixed payment, then there is a volatility in the price of these products? There is the risk.
