What is resource based economy?

No idea, since all economies are based on some resource or the other. A natural resource based economy is one that draws its value from its reserves of a natural resource (gold, oil etc.)

I think you mean 'Resource Based View' of the economy. It is a concept developed by Barney 1991 and later the idea was refined by Grant 1991, 1995 where he argued that firms need to focus on their core competencies and work towards creating a sustainable competitive advantage.

BTW; the initial idea was developed at the 'firm' level but the concept has been and can be extrapolated to the 'economy'.
