When dealing with these problems, we talk about relative difference. We work out a fraction first, and multiply it by 100% to get that fraction of 100% we need. So, it's always,\[r=\frac{(final)-(initial)}{(initial)}\]where we define r to be the 'relative difference'. You plug your numbers in, then multiply by 100% to get the percent version.
