Why do you think that Dries Buytaert decided to use PHP rather than Java in inventing Drupal given that he has a PhD in Java and James Gosling was on his committee?
because Java language is not practical in development of content management systems.

ok, thats biased =D, but I PERSONALY believe that indeed PHP is more practical for such a project. I can't imagine writting Drupal in java.
Well, java requires another WebServer, Tomcat, and is way heavier than PHP. Moreover, for security reason most of the web server providers out there don't allow to run java. PHP was the perfect choice in order to make it spread everywhere.
