Do you mean DNS? The Domain Name System enables the web to function properly and is kinda like a main database. It's distributed though. There are, I believe, thirteen root servers that keep track of TLD servers (.com, .org .uk), those servers keep records on the name servers (ebay, google), but it's all cached so you don't have to query the main servers very often. I'm not the best person to ask for the details of how it works, but I think that might be what you're thinking about.
