The line segment originates and terminates outside the circle. what does that even mean?

it starts and ends without being in the circle so basically there is a line and a circle that don't touch.

Well, couldnt it end and begin outside of a circle but cross it?

yes it Could but i cant tell if it does or doesn't based on this. it doesn't have a diagram or anything? it could go all the way through and have its endpoints outside of the circle on opposite sides? it would be easier to tell with the whole question probably.
