how is this wrong??? decide whether the two solids are similar, if so find the scale factor

They aren't similar. One of the dimensions is the same, and the other is multiplied by 2. For them to be similar, the cone on the right would need to be 10 high and 4 radius on the base. Then it would be scaled by a factor of 2.
