okay so the nearest thousand you look at the thousandth's place and the one before it, the hundreds place. if the previous place has a number that's five or bigger you increase the number in the thousands place the hundreds place has a 7, which is bigger than five. so that number rounded to the thousand would be 7000

same thing as before rounding to the thousands, you look at hundreds the hundreds has a number bigger than 5 so you up the THOUSANDS number so it would be 61,000 make sense?
