c++ Need help coding a substiution cipher that encrypts to 5 letter blocks

So do you want the encryption to create a 5 letter block for each letter, word, or does it just need to be in multiples of five at the end? Also, will the input be in multiples of five, or any value? Are you allowed to have empty spaces en lieu of characters if it is say 14 characters and not a multiple of five?
