Let the numbers from the tens place and ones place represent fractions over 60, and multiply the thousandths and or hundreds place represent wholes (multiply them by 60). Notice that if you subtract the largest number from the smallest number, then the next largest number from the next smallest number a pattern emerges.

You have to think of the numbers at times: 11:00, 11:20, 12:00, 01:00, 02:20, 04:00 so the distance is 20min, 40min, 60min, 80min, 100min so the next time would be +120min which means 04:00 +2h -> 06:00 and back in that format they have it that would be 600
