I have to show all my work for part a) and c) and I don't get part a) at all.

Sure I have before. I already took my test and did great on it. So I don't know what my deal is.
So set up the tables in a calculator.
c) is just asking you to look at the x value of your calculator and tell what year the ppms would hit 560
I don't have a graph caculator.
\[f(x)=560^{x}\]You can look at your tables and guess what year 560 is hovering over. For a more accurate answer solve for x algebraically.
