You can reform that question to look like 27^x=9 Looking at the numbers 27 and 9, you can see a common ground. 27 is 3^3 and 9 is 3^2. So if you cube root 27 and then square it, you get 9. Another way of writing that is 27^(2/3). Does that make sense?
