Can I do a 2002 valuation for a private company using a 1998 PEG Ratio of the companies? Why or why not?

If you are using a multiple to value a company, you are trying to price a company based on how other companies are being priced at the moment. The way the market was pricing companies in 1998 was very different from the way it was pricing them in 2002.
