I believe the mother is the one who carries the allele for color blindness, which is a recessive allele.

Actually, both can carry the allele. The allele only show up on the X chromosome though.

OpenStudy (anonymous):

The mother is a carrier but she will get the disease only if she is homologous. The male gets it though because he doesn't have a normal dominant X to overshadow the recessive defective X as he has a Y. The disease allele is present only present on the X chromosome, not on the Y.
