I have to find to rational numbers p and q such that p^q is irrational...not sure where to start

q must be equal to a fraction eg\[p ^{1/2}=\sqrt{p}\]

May be p and q are just 'dummy numbers' and you have actual values for p or q, then you have something to work with. In your first sentence you say fraction, then second you say irrational.
