how are diffrent parts of genetic instructions used in diffrent types of cells ?

My pancreas has cells which make insulin. My brain has cells which can make serotonin. Both of those cell types contain the complete genetic code for insulin AND serotonin, but the activation of those genes (specific regions of the genetic code) is controlled chemically within the cell.
