In mitosis when are cells dividing and when are they at rest?

a cell at rest does not really mean it...because its preparing for its division....actually maturing enough to divide unless its forced to do so or remain as such in a quiescent phase unless it is signaled to divide....scientists have divided the stages of cell's life in a cycles.....so no where a cell can get rest until its arrest.
