well there is only one x^3 term so leave it alone
there is only one x^2 term so leave it alone
there are 2 x terms-> x + 3x
x+3x = 4x,  because 1+3=4
there are 2 constants --> -1+ -15
-1 + (-15) = -16

= $$-2x ^{3}+8x ^{2}+4x -16$$
