Is the point (0,-1) inside, outside, or on the cirlce with radius 3 and center (3,-1)?

on the circle.
since that point is exactly 3 units from the center it is on the circle.
because one of the values, x or y stays the same between the center point and that point, and the other one changes by 3. it is on the circle. if one stayed the same and the other changed by less that three, it would be in the circle, and if more than three, outside the circle.
