okay when you mix a chemical with another chemical that is not supposed to be mixed isnt that called chemical reaction?

A chemical reaction is any series of events caused by chemistry. I don't think there's any concept in chemistry that'd be describable as "not supposed to be mixed". Though "not to be mixed" might come up quite often in practice.
