F' = 8x^3 + x^2 +10x + C
F'(1) = -3
8+1+10+C = -3
C = -22

F = 2x^4 +x^3/3 +5x^2 -22x +C
F(4)=5
2*256 + 64/3 + 80 - 88+C = 5
C = -1561/3

F = 2x^4 + x^3/3 +5x^2 -22x - 1561/3
