Samantha estimated that 0.40% of the cars in the lot were brightly colored,but Savannah estimated that 40% of the cars were brightly colored. If 10 of the 30 cars were brightly coloered, who had the better estimate? Explain why one estimate is better than the other one.

10/30 is 33.33%. 40 is closer to 33.33 than 0.4. So, Savannah has a much better estimation.
