Why certain organelles are found only certain types of cells...
Organisms evolved to use and distribute their energy and resources effectively. Having the same stuff in every cell would be like putting a wash sink and refrigerator in every room of a house or office building...inefficient.
It is because that different cells have different functions and it is according to there function what or how many organelle should this particular cell must have. For example, a liver cell has a lot of lysosomes compared to other cells because liver is assign in detoxifying the body and cleaning it. Another is the sperm cell, sperm cell has a lot of mitochondria in its midpiece compared to other cells too, it is because that the sperm cell needs great amount of energy produced by mitochondria to swim inside the uterus to accomplish fertilization.
