Chloroplasts are the organelles that use sunlight energy to convert CO2 into sugar. They need sunlight! Leaves are adapted to "collect" sunlight by being broad and flat (though this varies by climate)

Chloroplast is the organelle of plant cell that manufactures food through photosynthesis and photosynthesis is only possible with sunlight. So it is exposed to the sunlight to produce food unlike if it is buried underground with the roots, sunlight cant go down there and plant can produce food.
