On page 7 point 4 it is asking me to find the maximum block length. I think it could be either 1s or 0s. I don't know how to go about it.

i'm confused when it says 'maximum block length of the binary representation'. assuming it's talking about number of bits, the maximum number of bits for an integer is (generally) 32 or 64, depending on if the operating system is 32bit of 64 respectively.

Look at the first example of program execution at the page 5; the number 10111011 has three "blocks" of 1's - consecutive 1's, the biggest is the middle one and has the length of 3. This is printed as the value of the "Maximum block length" and you can see that you have to find the longest sequence of 1's and print its length.
