Could be a theorem. "A general proposition not self-evident but proved by a chain of reasoning; a truth established by means of accepted truths." If L1 and L2 are lines then they do only intersect at one point (unless they are parallel and unique then they never intersect; if they aren't unique they are the same line hence always intersect). So I guess it's a theorem.
