big question concerning loss of current when taking reading from digital multimeter connected to a cd-rom power connectors, then getting loss of current reading from output wires coming out of cd-rom and leading to HDD. Why is there current loss? where is the remaining current?

If you have current going into something but not out of something you have an open circuit. The current is lost because it can't get to you the remaining current is stuck at that open juncture +-------voltage and current------load of somekind--less voltage--- ---no current or voltage
