Solve by Elimination.
In Both of (0.3x and 0.5x) look for a Least Common factor. and that is (0.15x)
For (-0.2 and 0.5) the Least common factor is (0.10)

for instance .15x is Least common factor for 0.3 and 0.5. so we multiply
(0.3x-0.2y=4)*0.5 so we end up with 0.15x
(0.5x+0.5y=-15/19)*-0.15 so we end up with x variable Negative -x0.15
