In the math section, it seems that we can only use the equation box tool while replying to a posted question. How do we use it while posting a question?

This is correct. You can sort of cheat out of it by putting your math between slash-brackets (\ [ and \ ], but without spaces) and slash-parentheses, but then it will only show up properly in the right pane. We haven't yet figured out a good way to let people use the equation editor in the question without having questions take up too much space or having the question-asking interface get too complicated.
