Tone indicates a mood, an emotion, an attitude of the writer/speaker. If you are referring to the tone of imagery, say in a poem, you woud be interpreting the mood that is conveyed.

Tone is definitly referring to both the mood the author intended and how it makes you feel. Examples: Happy, elated, and joyous; Nervous, frightened, and uneasy; Frustrated, angry, and upset.
