okay, relative to what? The earth rotates on its axis once per day, or 24 hours ( that's the definition of a solar day), but the sun is also moving among the stars due to the earth's annual motion about it, so that the stars appear to rotate about the earth once every 23h56m (called a siderial or star day). In other words, the sun appears at the same place in the sky (like directly overhead) once every 25 hours, but the stars appear in the same place as viewed from earth (like directly overhead) once every 23h 56m.
of course I meant once every 24 hours for the sun - sorry for the typo
