That is a pretty wide open question. What platform / what language? Have you done a search for any that already exist are any of them open code?

Yeah, you may want to look into http://ozark.hendrix.edu/~burch/logisim/ or possible http://sourceforge.net/projects/ktechlab/ (though I don't know if KTechLab runs anywhere other than Linux).

platform: windows, for language, i'll prefer for some vhdl to be included somewhere in there. But C++/C# are ok. I haven't found any open coded projects.
