From what you have provided, I think the 16x-ax is the answer.
12cm is not, as it does not have a"square"  it is one dimensional
16-ax is not as the 16 is one dimensional
16x-a is a might be but I believe the a is supposed to represent thewidth of the smaller rectangle.
