Well this is a matter of whether you believe it is or not :) Federal and provincial --> would this be the Canadian government?

If you were to say that the split of Federal and Provincial powers to be effective you could argue that Canada or the US is a large region geographically. It makes sense to divide the country into regions because one geographical region can be much different than another. For example in the US, large cities on the east coast have a small speeding limit compared to cities and states in the Rocky Mountain region or the Great Plain region. In those latter two regions, it is less crowded and things are spaced out so it would make sense to allow for a higher speed limit because there is less of a danger with a high speed limit but in a busy state like Massachusetts, a high speed limit can be dangerous. I'm sure the same applies to Canada. However, if you were to say that this is ineffective, you could say that it weakens governmental power. If you live in the US you can reference the Articles of Confederation and how that government was too weak because it gave TOO much power to the states and did not have a good split in federal power and state power. If you ARE from Canada I'm not sure how you can think of an example.
