ummm. well just think when you look at a number line the negatives are to the left.... so when its -8 you move it to the left.... just like with any other negative numbers it might be

-8 simply means move decimal point left 8 places like buggy said +8 then move right 8 places, but you normally won't see + sign when it is +

okay well... when the exponent is positive move the decimal point that many places to the right and when its negative move it that many places to the left...

you can look at it this way 10^-8 is just 1/10^8 which is 1/100000000 so 5.139/100000000
